- Step 1: Applications submission for fire safety design appraisal
Time limit for fire safety design appraisal for fire prevention and fighting shall no later than 15 working days according to particular cases.

Application submission for fire safety commissioning.
Within 10 working days from the date of receipt of an application adequate per regulations, the firefighting authority shall inspect the commissioning results and draw up an inspection record.
- Step 4: Issuance
Within 7 working days from the date of approval of the inspection record, the firefighting authority shall consider and decide to issue a written approval of fire safety commissioning results and return the commissioning dossier received to the applicant.

The time limit for EIAR appraisal begins on the date of receiving a satisfactory application and is as follows:
a) Not exceeding 45 days with respect to the Group I investment project mentioned in Clause 3 Article 28 of Environmental Protection Law;
b) Not exceeding 30 days with respect to the Group II investment project mentioned in Point c, d, dd or e Clause 4 Article 28 of Environmental Protection Law.
- Step 3: Approval of EIAR appraisal result
Within 20 days from the receipt of the EIAR revised (if any) as requested by the appraising authority, the head of the appraising authority shall decide to approve the appraisal result; in case of refusal to grant approval, respond to the investment project owner and provide explanation in writing.
- Step 1: Prepare application according to Construction Law 2014
The project owner shall submit 2 sets of dossier of application for a construction permit or request for adjustment of construction permit to the agency competent to grant construction permits.
- Step 2: Appraisal of application
Within 7 working days after receiving a dossier, the agency competent to grant construction permits shall organize appraisal of the dossier and conduct field inspection.
- Step 3: Issuance
From the date of receiving a valid dossier, the agency competent to grant construction permits shall examine the dossier for the grant of a permit within 30 days.

At least 15 working days before the day on which a foreign worker starts to work, the applicant shall submit an application for work permit to the Ministry of Labor, War Invalids and Social Affairs or the Department of Labor, War Invalids and Social Affairs of the province where he/she is expected to work.
- Step 3: Issuance
Within 5 working days after receiving a duly completed application, the Ministry of Labor, War Invalids and Social Affairs or Department of Labor, War Invalids and Social Affairs of province where the foreign worker is expected to work shall issue a work permit to the foreign worker.
